I agree, on balance, the Romans should be more likely to win than the "Barbarians". The fervour and fanatic rules sound a bit like the idea of Highland or Rebel charges (depending on the era) and despite being an ex pat Scot, I don't necessarily think every Highland charge should have some kind of advantage - it didn't work very well at Culloden, did it?
